What is winter time?

Switching to winter time
Time in Israel in relation to the coordinated time of the universe, based on winter time (UTC+2). Thus, when there is winter time, one has to switch back to it from summer time (daylight saving time) which is UTC+3.
At times when it is winter time, the time is one hour late compared to summer time and therefore move to a universal time which is UTC+2.
